Burlington's Proposed New Official Plan Process Update

Background
  
On November 30, a staff report  providing an overview of the proposed new Official Plan (PB-50-17) and a staff report with an overview of the proposed new Downtown Precinct Plan (PB-81-17), were presented to Burlington City Council as part of the Planning and Development Committee Meeting. Public delegations were considered during the afternoon and evening sessions of the meeting and a subsequent meeting was held during the afternoon of December 1 to provide members of Council the opportunity to ask questions of staff.

Staff and Council heard from the community that there should be more opportunity to influence the process and outcome of both the development of the new Official Plan and the Downtown Precinct Plan.
 
Further Meetings
 
Staff and Council established four new dates to respond to Council's questions on the proposed new Official Plan and the proposed new Downtown Precinct Plan.   The meetings were scheduled and organized by topic areas to accommodate questions of staff, enable further discussion on the proposed new Official Plan and to obtain further motions to amend the new OP. 
 
The meetings held on January 8, 16, and the meeting scheduled for February 6 serve as a continuation to the November 30th, 2017 Planning and Development Committee Meeting. The statutory public portion of the meeting remained closed and no further delegations will be heard.  The meeting planned for January 23 related to the proposed Downtown Precinct Plan, which includes a new report, will include delegations. 
 
Two meetings are complete and videos are available for review:
 
January 8, 2018:  Rural, Agriculture Natural Heritage and Mineral Aggregates. No delegations were heard.

January 16, 2018:  Employment Conversions, Employment Policies and Mixed Use Intensification Area Policies. No delegations were heard.
Two meetings are scheduled:
 
January 23, 2018, 1 pm and continuing to 6:30 pm if necessary:  Proposed New Downtown Precinct Plan.
Note: All delegations are expected to be accommodated in the afternoon or evening session. Additional time may be scheduled if required.

February 6, 2018, 1 pm and continuing to 6:30 pm if necessary:  Growth Management, Implementation, Housing and other matters to be identified by Council.  Further delegations will not be heard.
 
 
Second Statutory Public Meeting
 
A second Statutory Public Meeting has been scheduled for February 27, 2018 regarding any revisions to the proposed new Official Plan. The proposed new Official Plan (February 2018) will be released 20 days prior to the Statutory Public Meeting date.  The purpose of the Statutory Public Meeting is to provide the public with the opportunity to provide comments to City Council on the proposed new Official Plan, and for Council to consider the feedback prior to adopting the new Official Plan.
 
The public is welcome to attend the meeting or watch a live webcast.  Delegations are not required to register in advance to speak.
  
Prior to the second Statutory Public Meeting two Open Houses will be scheduled. Details will be provided shortly.
 
Adoption
 
A meeting to recommend adoption of the new proposed Official Plan will be scheduled for a committee meeting during the first week of April 4th, 2018.
