NOTICE OF ADOPTION 
With respect to a new Official Plan
Subsection 17(23) of the Planning Act

TAKE NOTICE that the Council of the Corporation of the City of Burlington passed By-Law No. 24-2018 on the 26th day of April, 2018, under sections 17 and 26 of the Planning Act, R.S.O 1990, c.P.13, as amended, for the purposes of adopting a new Official Plan for the City of Burlington.
 
Purpose and Effect
The purpose and effect of By-law 24-2018 is to adopt Grow Bold: Burlington Official Plan (April 2018) as the new Official Plan for the City of Burlington. The new Official Plan fuses local community interests with regional and provincial policy direction, in alignment with the City’s Strategic Plan, articulating Burlington’s vision to 2031 and beyond, towards a mature state. The Official Plan establishes a set of principles to guide land use decision making to achieve sustainable development and a complete community in accordance with the following key strategic directions: A City that Grows;
A City that Moves; A Healthy and Greener City; and An Engaging City.
 
As part of the development and preparation of the new Official Plan, extensive public engagement and consultation was conducted. The following staff reports considered by Council included, among other things, information about the submissions received during the preparation of the new Official Plan:
  • PB-47-17 Draft New Official Plan: Public Consultation and Engagement Summary (September 5, 2017)
  • PB-68-17: Downtown Mobility Hub Draft New Precinct Plan and Policy Framework (September 28, 2017)
  • PB-50-17: Proposed New Official Plan (November 2017): Public Release and Statutory Public Meeting (November 30, 2017)
  • PB-81-17: Proposed Downtown Mobility Hub Precinct Plan and Proposed Official Plan Policies (November 30, 2017)
  • PB-11-18: Supplementary Information and Directions Regarding the Proposed Downtown Mobility Hub Precinct Plan and Proposed Official Plan Policies (January 23, 2018)
  • PB-14-18: Proposed New Official Plan (February 2018): Public Release and Second Statutory Public Meeting (February 27, 2018)
  • PB-04-18: Revised Proposed New Official Plan Recommended for Adoption (April 24, 2018)
 
Oral and written submissions were received in relation to or in response to the noted reports, and as part of the two Statutory Public Meetings held on November 30, 2017 and February 27, 2018.  These oral and written submissions were, along with the advice of City staff and its consultants, considered by Council in making its decision to adopt the new Official Plan.

Information in respect of the adopted new Official Plan will be made available to the public for inspection online at: www.burlington.ca/newop and at the offices of the Department of City Building - Planning of the City of Burlington, 2nd floor, 426 Brant Street, Burlington, Ontario L7R 3Z6, Telephone (905) 335-7642 between the hours 8:30 a.m. and 4:30 p.m., Monday to Friday.
 
Approval Process
The adopted new Official Plan for the City of Burlington will be submitted to the Region of Halton for approval.  As the approval authority for the new Official Plan, the Region may approve, modify and approve, or refuse to approve the new Official Plan.  Any person or public body that wishes to receive notice of decision of the new Official Plan by the Region of Halton should note the paragraph below.
