Reminder - Two Open Houses Today

In accordance with Section 17 of the Planning Act, R.S.O 1990, c.P.13, as amended, you are invited to attend an Open House and Public Meeting to ask questions and provide comments on Burlington’s proposed new Official Plan.

The purpose of the Open Houses is to provide the public with the opportunity to review and discuss the proposed new Official Plan with representatives of the city.  There will be no formal presentation given.

1) Burlington's New Official Plan: Statutory Public Meeting Burlington's Proposed New Official Plan (November 2017)
 
As part of the New Official Plan Project, Planning staff have prepared a report titled: "Proposed New Official Plan, November 2017: Public Release and Statutory Public Meeting" (PB-50-17).
  
This report will provide an overview of the key changes  made to the Official Plan based on the community feedback received on the draft new Official Plan (April 2017) and will recommend that Council consider the feedback received during the Public Meeting prior to adopting the proposed new Official Plan in early 2018.
 
The report, including staff recommendations and all appendices, is now available on the city's Council Agenda Page and will be considered at the Planning and Development Committee meeting of Burlington City Council on Thursday, November 30, 2017 at 1:00 p.m., 426 Brant Street, Council Chambers, second level, Burlington City Hall.
 
A presentation on the proposed new Official Plan will be given at the 1:00pm session only.

2) Proposed Downtown Mobility Hub Precinct Plan and Proposed Official Plan Policies
 
As part of the New Official Plan Project, Planning staff have prepared a report titled: "Proposed Downtown Mobility Hub Precinct Plan and Proposed Official Plan Policies" (PB-81-17).
 
The purpose of the report is to release the proposed Downtown Mobility Hub Precinct Plan and Official Plan policies developed to date through the Downtown Mobility Hub Area Specific Planning process for community and Council consideration and highlight the key areas of change between the Downtown Mobility Hub draft new Precinct Plan (September 2017, PB-68-17) and the Proposed Downtown Mobility Hub Precinct Plan (November 2017, PB-81-17).

Statutory Public Meeting
 
The purpose of the Statutory Public Meeting is to provide the public with the opportunity to provide comments to City Council on the proposed new Official Plan, and for Council to consider the feedback prior to adopting the new Official Plan.

WHY HAS A NEW OFFICIAL PLAN BEEN PREPARED?
The Official Plan is a statutory document that sets out land use policy to guide growth, land use planning and development approvals in Burlington.  The Planning Act requires that municipalities revise their Official Plans no less frequently than 10 years for a new official plan and every five years for an update to an official plan.  The City initiated an Official Plan Review project in 2011 which included policy, research, analysis, studies, staff reports and community feedback on a number of topics. The review of the City’s current Official Plan demonstrated significant changes were required to the document to reflect the city’s new priorities established through the city’s Strategic Plan. As a result, a new Official Plan was prepared.
 
The proposed new Official Plan project was undertaken to clarify Burlington’s local vision for the future, as well as to conform to Halton Region’s Official Plan.  It also implements Council’s direction to accommodate growth within the urban area and protect Burlington’s rural boundary.  The Plan directs growth in Burlington based on the principles of protecting the natural environment and agricultural lands, building healthy communities, increasing travel options, making efficient use of existing and planned infrastructure, and maintaining a strong economy. 
 
The proposed new Official Plan contains a number of revisions based on feedback received on the draft new Official Plan released in April 2017. The proposed new Official Plan will contain the proposed new Downtown Precinct Plan and associated polices, resulting from the Downtown Mobility Hub Area Specific Planning process.
 
The proposed new Official Plan applies to the entire City of Burlington, and therefore a key map is not provided with this notice.

WHERE CAN I GET A COPY OF THE PROPOSED NEW OFFICIAL PLAN?

  • An electronic copy of the proposed new Official Plan, as well as a tracked change  version of the draft new Official Plan and feedback and response tables, are available online at: www.burlington.ca/newop
  • A hard copy of the proposed new Official Plan is available for viewing at the Clerks Department (City Hall, 426 Brant Street, Main Floor) from Monday to Friday 8:30am to 4:30pm. 
  • Copies of the proposed new Official Plan are also available for viewing at the City’s public libraries.
HOW TO OBTAIN THE STAFF REPORT
A staff report concerning the proposed new Official Plan will be available for public review on November 20, 2017.  This report will provide an overview of the key changes  made to the Official Plan based on the community feedback received on the draft new Official Plan (April 2017) and will recommend that Council consider the feedback received during the Public Meeting prior to adopting the proposed new Official Plan in early 2018.
 
Also, a related report, providing an overview of the proposed new Downtown Precinct Plan and associated policies which are included in the proposed new Official Plan, will be available on the same date.  The reports will be available on the City’s website at www.burlington.ca/calendar by searching for the meeting date for the Planning and Development Committee, which is a standing Committee of Council. Copies of the reports can also be picked up at the City’s Clerks Department on the main level of City Hall.
 
WHERE TO SUBMIT COMMENTS
Please forward your comments on the proposed new Official Plan to the attention of Leah Smith, Planning Department, City of Burlington, 426 Brant Street, P.O. Box 5013, Burlington, Ontario, L7R 3Z6, or by email to [email protected]  by no later than 4:30pm on Monday November 27, 2017, if you want your comments received by the Planning and Development Committee at this public meeting.
 
SPEAKING AT THE PUBLIC MEETING
Since this is a Statutory Public Meeting, you do not have to register in advance in order to speak.  However, if you wish to arrange in advance to speak at the public meeting, please register online at www.burlington.ca/delegation or contact Amber LaPointe, Committee Clerk at (905)335-7600 Ext. 7862 or [email protected]. Speakers are limited to a maximum of 10 minutes each and are webcasted online.  If you have presentation materials, they must be submitted to Ms. LaPointe by noon the day before the meeting to allow for their distribution and review by all members of the Committee.  Please note, the content of all submissions is considered to be public and will be posted to the city’s website.
 
NOTICE OF DECISION
If you wish to be notified of the decision of Burlington City Council on the proposed new Official Plan, you must make a written request to Amber LaPointe, Committee Clerk, City of Burlington, City Hall, 426 Brant Street, P.O. Box 5013, Burlington, Ontario, L7R 3Z6.
 
PLEASE TAKE NOTICE
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Burlington before the proposed new Official Plan is adopted, the person or public body is not entitled to appeal the decision of The Regional Municipality of Halton (the approval authority) to the Ontario Municipal Board.
 
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Burlington before the proposed new Official Plan is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to add the person or public body as a party.
